I got it. I don't remember the movie but that line had stuck in the back of my head like a post-it note. I know the actor but not the movie.
I did have th actor right, just couldn't place the movie. I knew it was Jim Carey because I remembered the contortion of his face as he spoke the line, but I couldn't remember if it was Mask, Ace, Liar Liar, or the other Ace.

I have to tell you how I came upon this - I had the TV on in the background and Showtime was running this movie. I had always wanted to see how Patrick Stewart pulled off being such a "queen". In the novel Dune, there is something called the order of Mentats, basically professional thinking folks. One of the things that comes up in the dialogue is how a mentat should always be a generalist.
The Twin Peaks refference comes from the fact that the David Lynch wrote and directed Dune and also wrote Twin Peaks. Kyle MacLachlan was the main character Paul Atriedes in Dune and played main character Dale Cooper in Twin Peaks also.

That one line captures the dystopian feel of the whole movie. I think it's one of the last, if not in fact the last, spoken line of the film.

This was probably a bad choice because pregnancies figure into so many different series. The Enteprise response is vallid, but it wasn't the instance I had in mind. I'll put out some more clues.

Methinks ye also nailed that one on the head, dear Shiningstar.
It was interesting how Sykes in the television series looked so radically different from Sykes as played by James Caan in the original theatrical movie. The TV Sykes had tons more hair, and also seemed quite a bit younger. :D

Here is a hint. Not a revealing hint but it will narrow it down. It was definately a comedy. To narrow it down still more (but not by much), it was definately not a Mel Brook's film. Although, some of the comedic dialogue sounded like Mel's style.

I'd sit an listen to them during class breaks recite from memory whole sections of dialogue from their favourite movies each person assuming the various roles. I was an attentive audience so it was mutually satisfying ;)
