Larson never committed to how many Battlestars there had been. At best, he seemed to be agreeing with an interviewer's supposition.
The 12 Battlestars notion is a fan construction, probably because Adama seemed to be both Commander of the Galactica and Representative of Caprica, so some folks assumed each Representative had his own Battlestar.
The 5 Battlestars notion arises from the fact that we never see more than 5 in a single shot, and only 5 are named in the dialogue (maybe 6 in some versions).
There are some good reasons to believe that there were more than 12 Battlestars, and more than 5 at Cimtar, and also that there were warships other than Battlestars in the Colonial Fleet. (Kronus commanded 5 or 6
hundred ships in his fleet when he commanded the Rykon, Cain commanded the "Fifth Fleet" from the Pegasus at Molecay, and when a Centurian tells the Imperious Leader that a human "warship" is leading the survivors, IL asks, "What kind of warship?" and is told, "A Battlestar, Galactica." which would be unnessicary and redundant if all warships were Battlestars.)
