They could've done more with the Borays. I think they were originally planned to be one of those "bystander races" who were common throughout the Galaxy. Remember the deleted scene on Saga with the Boray casino manger(Carillon)?
Boray: Gentlemen, welcome! I see by your emblems, you're with the Colonial fleet. I didn't realize it was in the area!
Starbuck: Well, actually we're sort of a recon flight.
Boomer: Yeah, we're just here to make sure that the Armistace is being observed(throughout the systems).
Boray: How worthy! Consider yourselves guest of the Establishment! Food and Drink are on the House!!
