It's probably because there was no set way of making the costumes. I notice a lot of variation in the "uniforms" seen in (original trilogy) Star Wars too. I think it was pretty common just to not care about continuity that much because they didn't think people would be studying the costumes to recreate them 30 years later for the creation of a costuming "re-enactors" group.
