PC question: Need to create a webpage, looking for free program.

Hi all :-)

I'm slowly trying to build a website (using a MrSite package) and I want to create my own header and wallpaper for it.
I've got Coral Paint Shop Pro Photo x2
So I guess the editing photos is covered, but I need to create some fairly simple graphics.
I've got Vista on this PC so needs to work with that.

Any help appreciated I'm feeling a bit brain-numb from reading the manuals for a solid day.

You already have the program I use to create the logos and such you've seen on my sites: PSP.
