This was something mentioned a number of times in the TOS pilot, and detailed in the novel, but basically dropped in the series; the notion that the Cylons had a lot of allies.
According to the novel I recall the Cylons allies were generally species that were totally subserviant or lacking in individuality. The Ovions are the prime example.
I wonder why this concept was dropped....

I don't think it was so much dropped as not explored. The Colonials were doing everything they could to get away from Cylon occupied space: makes sense that Carrilon, the Ice Planet and Gomoray were the only major outposts they ran across: and among them, since the Delphians were wiped out due to their resistance, only the Ovions and Ravishol's Theta Class lifeforms were mentioned.
