Ronald D Moore does Not do market research. Does the studio execs at Universal do?

I think it's because there are a specific number of signatures from the same person, ie. 99 total. Take a gander at the petition to see.

I should subtract another 40 or so because alot of those signatures are trashing Ronald D Moore.
