Can anyone identify this artist for me?

Found this advertisment in an old computer that I was getting ready to dispose of. I think either Todd Boyce or Terry Ollia sent this to me years ago but its not labelled. It looks like Frazetta's work but I don't see it on his gallery site. Any ideas?
