As Taranis said, you'll need a converter, and MAX to convert it, I've not seen a converter that can open MAX files without the program being installed as well.
And on this subject, converting any format to 3DS has it's drawbacks, first because it's such an old format the mesh has to have every polygon as tri's, (3-sided) where most new 3D progs can work with Quads, (4-sided) or n-gons (greater than 4-sided), second three's also a problem with file names, again because it's such an old format it is stuck with the old DOS 8 character limit for file names, this can be a real pain when it comes to the textures.
A better format is Wavefront OBJ, most 3D packages can import this format, and it keeps, (usually), all of the UV info, and can have file names as long as are needed.

You do not convert it, you export it.
It is under the export file button. Like Billy-Home says, better to use .obj format. Only use .3ds if you want to import into AutoCad.

As Wil said you can just export it if you own MAX, if not then you can't convert it anyway, since I dodn't know of any program that can convert MAX files without MAX being installed

Nope 3D Exploration, (the old name for it), or Deep Exploration as it's called now needs to have MAX installed to convert the files
