The principle problem with trying to make the transmission older is the existence of Galactica 1980. If you choose to ignore the existence of that series, you are free to put HoG at any location and any time. But if you start from an earliest possible reception date of 07/20/1969, and accept that Troy arrives on Earth in 1980, and has aged a decade or more since HoG, the math is pretty simple in terms of both timing and location of HoG.
