Since this was the final episode of BSG 80 theres no way to be sure if that s not what happened. It's entirely possible that Starbuck repaired Cy and the two of them flew the ship off the planet. Or he modified the Radier so it could be flown by one person.
Of course if he did repair Cy and they left together what would become of Cy? It's not like he'd be welcomed by the fleet. They'd probably want to interrogate him and dissect him.
