It's true that Cain didn't "HAVE" any Viper Pilots.
However with Starbuck and Apollo coming up and
"Plowing the Field" and taking out the lazers on the
basestars ...........THAT gave Cain a chance that
he wouldn't have had otherwise.
In otherwords he did order the pilots to the galactica.
But Starbuck and Apollo ............'disobeyed' orders
'from a man who isn't obeying orders himself'.
Thereby giving him the chance 'he didn't think he had'.
