no one may "[i]nitiate or advertise in an unsolicited commercial e-mail" either sent from California or to a California e-mail address.
The bill would let individuals and California's attorney general sue violators for $1,000 per e-mail up to $1 million.

An new bill has just been passed to the governor of California for passage. It is an extremely tough anti spam bill. It makes it possible to SUE spammer!
This is a very good thing. And I hope it becomes a nation...WORLDwide standard soon.
